In Phantom Doctrine you will become the head of a secret organization that bears the uncomplicated name “Consent”. Her representatives are spies working undercover and in complete secrecy. The task of the “Consent” is to prevent the start of a new war, and for this your wards will have to be behind enemy lines and try not to give themselves away.
